Looking for a Systems Analyst with Scrum Master experience (Analyst/SM). In this role, the Analyst/SM will organize and drive the work of a team of technical staff and analysts who support a High Performance Computing (HPC) data analytics platform and its customers. This team follows a "Scrumban" methodology requiring the Analyst/SM to have hands-on experience with Agile processes and practices. The daily work of this individual will include running stands up; assisting with the removal of impediments; working with the Product Owner to maintain and groom the backlog; identifying and documenting issues, risks, and decisions; and facilitating collaboration among the team and service providers to define a clear path forward with prioritized next steps. The Analyst/SM will also work with stakeholders to elicit, analyze, document, communicate, and validate HPC requirements. The Analyst/SM must understand customer needs and opportunities to contextually inform requirements and recommend solutions, while enabling the HPC team to achieve its goals. The individual should have experience with project management and working with remote, matrixed teams.

* Experience working on complex data analytics projects and an understanding of data analytics best practices.

* Broad knowledge of HPC platforms and data analytics capabilities, ability to identify root cause issues and appropriate solutions

* Ability to recognize relationships and impacts between strategic and tactical components of project and business activities * Ability to elicit, receive and incorporate complex HPC concepts and feedback from stakeholders and team members

* Deep understanding of, and experience with, the SDLC process, as well as security management and compliance requirements

* Experience with JIRA, Cloud solutions and FISMA a plus

* Excellent oral and written communication skills sufficient to effectively convey complex information and concepts to stakeholders of widely varying technical aptitude

* Able to facilitate discussions on complex technical issues and resolve conflicts
* Excellent planning, organizational, and analytical skills

* Demonstrates high degree of initiative, self-discipline, and motivation

* Ability to ask penetrating questions and identify unstated assumptions
* Broad knowledge and expertise of Project Management methodologies and industry best practices

* Ability to manage changing priorities
* Ability to meet stakeholders "where they are" and bridge gaps to arrive at clear requirements and actionable next steps

* Position requires continuous visual concentration and manual dexterity to operate PC

* Requires prolonged sitting and minimal standing/walking

* Minor lifting and carrying, not likely to exceed ten pounds

* May require extended work hours and/or schedule flexibility as unexpected situations and/or workflow dictate

* Occasional domestic travel including overnight stays may be necessary

* 5 to 9 years of relevant work experience

* Bachelors or higher degree in relevant major


* Collaborate on all aspects of highly complex, large-scale and/or high priority technology-based projects, from start to finish, to ensure they are completed on time and within budget

* Determine technology-based project activities and outcomes from conceptual phase to implementation. Serves as a technical consultant to stakeholders throughout project life cycle

* Offer varying levels of project management oversight and directly influences work of technology-based project team members within and outside department to ensure highest possible efficiency and effectiveness

* Prioritize system requirements and define scope

* Keep leadership informed of key issues that may impact project completion, budget, or other results

* Facilitate project conference calls, status meetings, and planning sessions

* Perform elicitation of complex HPC platform and data analytics requirements, assumptions, current reality, and constraints by communicating with stakeholders using a variety of techniques intended to encourage open dialogue and contributions.

* Prepare documentation of complex HPC requirements by analyzing, synthesizing, and compiling raw requirements information into forms which ensure understanding by the technical staff, provides the project team with clear goals by defining characteristics of an acceptable solution.

* Create a comprehensive plan which identifies how and when requirements information is exchanged among all levels of project participants; presents, communicates, verifies and gains signatory approval of the requirements from Stakeholders and implementers of the solution

* Manage complex requirements conflicts, negotiate consensus and maintain an issue log to ensure all impacted parties are informed of conflict resolution

* Work with system and HPC technical staff and architects to evaluate technology options, validate assumptions, identify risks, and propose feasible solutions to business problems
