Job Description

Position Summary
The position of Development Manager is established to facilitate management of programming
resources in the Core & Business Applications Department. They will directly manage
development resources, insure quality standards, review code, and manage testing inside the
Programming Department by reviewing the design of software, work with Project Stakeholders to
establish scope and work effort for tasks, and ensure meeting of deadlines by allocating
programming resources. The Development Manager will also monitor and manage development
service levels.
Essential Duties and Responsibilities
 Provide managerial oversight of the activities for areas of responsibility, including
assigned staff and functional deliverables of the team. Demonstrate leadership in words
and actions on a daily basis; act as role model for success and engagement. Create a
positive work environment conducive to trust and transparency.
 Responsible for the performance management of staff, to include daily feedback,
coaching and mentoring; administration of appraisals that are timely and meaningful.
Identify and address deficiencies constructively. Continually support, encourage and
motivate team members toward ongoing growth and development.
 Consult with Human Resources (HR) on issues outside of the normal scope of
performance or behavior. Report all issues of safety or legal consequence immediately
and surface undesirable patterns as they are discovered. Partner with HR on all
employment decisions, and refer requests for changes in terms or scheduling to the HR
 Monitor approved schedules, review and approve timesheets of staff, and ensure all
expenses are reported as per company policy. Schedule and provide staff the opportunity
for meal and rest breaks, while ensuring operational coverage is maintained.
 Analyze user requirements and generate and evaluate technical designs.
 Interface with project stakeholders to allocate resources to meet deadlines.
 Evaluate progress and determine if deadlines will be met.
 Establish, manage and enforce development best practices.
 Manage and evaluate internal and external development resources.
 Manage and coordinate internal testing of custom code.
 Participate in Agile/Scrum environment.

 Consider project proposals and evaluate technical feasibility.
 Provide support to business in regards to technical difficulties.
 Provide and coordinate off hour's support of custom code.
 Generate ideas for improving technical products.
 When appointed, review time logs and programmers; insure proper timekeeping on IT
projects; refer problems or concerns to management.
 Adhere to Software Development Life Cycle policy and formal change control process.
 Participate in the Change Action Board for changes; identify and explain benefits and
risks of deployment.
 Stay current on programming features and Symitar software releases.
 Understand system infrastructure in regards to working with multiple systems.
 Participate in AML/BSA compliance training as assigned. Adhere to credit union
AML/BSA policy and procedures including CTR rules and form preparation, identify
and refer suspicious activity to the Compliance Department, perform OFAC
comparisons, and properly identify individuals in accordance with Branch Operations

Minimum Qualifications (Education, Experience, Skills)
 Certificate or Bachelors' Degree in Information Systems or similar field, and seven or
more years working in a technical position, preferably in a financial institution.
 Professional and effective interaction, verbal and written communication skills.
 Experience working in an agile environment. Scrum Master Certification experience
highly preferred.
 Experience with OpCon and other scripting or automation languages preferred.
 3 years management or leadership experience including demonstrated success in
planning, organizing, leading and oversight.

 5 years of development experience with the Symitar system including programming in
the PowerOn language. PowerOn2, AIX and/or Microsoft .Net experience desirable.
 Good follow through with the ability to meet deadlines.
 Organization skills sufficient to successfully manage multiple projects, establish
priorities and meet deadlines. Ability to manage multiple, complex projects involving
both in-house and 3rd party staff.
 Intermediate level competency with PC Software such as MS Office Suite, Visio, Visual
Studio and Project Management Software.
 Track record of applying critical thinking and emotional intelligence skills in a wide
variety of situations.
