Our Client, located West Indianapolis, is looking to add to their leadership team. This client is looking to hire a Director of Engineering.

The ideal candidate will have their State engineering licensing currently obtained, and have at least 10 years experienc working in engineering management.

GENERAL SUMMARY

The Director of Engineering manages and provides professional leadership for engineering projects.. This position provides engineering and architectural research, analysis, and building coordination. At the direction of the Sr. Director, Planning & Development, creates and manages the engineering projects regarding land use, building, and air space development. Incumbent will be responsible to deliver the conceptualizing, development, and oversight of proactive and strategic initiatives for all engineering projects.

ESSENTIAL FUNCTIONS

  • Directs and leads system wide engineering initiatives, providing guidance and maintaining oversight during consultant selection, design activities, bid and award and throughout construction
  • Leads, directs, and manages department staff, resources and consultant contract staff as necessary to successfully fulfill the essential functions
  • Engages with the Director, Planning & Project Development; Director, Environment and Sustainability; Director, Construction; and Director Supplier Diversity for all the engineering initiatives
  • Works with the Sr. Director, Planning & Development to develop annual and multi-year work plans and strategies to meet business needs
  • Effectively analyzes projects and strategic initiatives for financial, policy, legal, public relations and technical matters
  • Responsible for the development of a competent and adequate professional workforce, both in-house and consultant.
  • Responsible for providing seamless engineering policy and program coordination and ensures Planning and Development delivers professional, timely, multi-disciplined engineering services to the airport system
  • Responsible for the development of design and engineering plans, budgets, sources of funds, evaluation of delivery methods and controls procedures for all existing facilities, projects, and programs to enhance the airport business; including analysis of operational implications, impacts to the approved master plan, regulatory requirements, security requirements and safety requirements
  • Development of briefing memos and strategic documents
  • Development of departmental goals, objectives, and strategic initiatives as a member of the Planning and Development leadership team
  • Develops and directs the implementation of goals, objectives, engineering/architectural policies, procedures, and work standards to ensure success
  • Communicates business and work area plans and goals to managers and/or supervisors to secure buy-in
  • Reviews, approves, and implements recommended changes to plans and leads the development of process and/or operational improvements
  • Develops and recommends inputs for prioritization of the needs and allocations of resources to achieve strategies.
  • Utilizes resources to develop or expand services and/or operations
  • Ensures resources are utilized appropriately and do not exceed the established budget without approval
  • Creates and administers policies and integrates work group procedures across work areas for consistency
  • Resolves sensitive, controversial issues by making decisions inclusive of multiple perspectives by working with other departments to gain insight and input
  • Represent the engineering prospective in meetings that may involve elected and/or appointed officials and other city entities
  • Monitors engineering projects to ensure budgetary cost effectiveness and schedule adherence.
  • Directs, leads and engages with Director, Planning & Project Development; Manager; Director, Environment and Sustainability; Director, Construction with the development of the annual and five (5) year Capital Improvement Plan (CIP)
  • Coordinates with Director, Construction to allocate staff and other resources to meet the demands of daily and on-going construction projects
  • Leads the procurement of, and administers, consultant contracts and on-going consultant work necessary to meet the department's engineering needs
  • Works closely with Director, Planning & Project Development; Director, Environment and Sustainability; Director, Construction to ensure that engineering projects are planned and executed consistent with current best practices for sustainability and resilience to the impacts of the climate
  • Reviews and approves the preparation and management of responses to Request for Qualifications(RFQs) and Request for Proposals(RFPs), Invitation to Bidders, and Request for Quotes for consultant solicitations and public works projects
  • Provides input and directional objectives to achieve departmental strategic objectives in line with strategic goals.
  • Perform any other function as assigned
  • Perform all of the essential functions of the job outlined above without creating a direct threat to the safety of oneself, subordinates, or other person(s) in and around the airport

MINIMUM REQUIREMENTS

  • Bachelor's degree in engineering from an accredited university; Professional Engineers' license in Indiana is required; out-of-state candidates will be required to obtain Professional Engineers' license in Indiana within 12 months
  • A minimum of ten (10) years of engineering management experience is required
  • 5 years minimum engineering or planning experience
  • Proven ability to act independently and lead complex projects
  • Ability to adapt leadership style to various situations
  • Strong written and oral communication skills
  • Able to consistently deliver accurate information, data and analysis
  • Understanding of Indiana Public Works requirements

DIRECT REPORTS

This position will provide strategic oversight to the following positions: Project Managers, Contracted Staff and Consultants (10 to 25 individuals at any given time)
