Job Description

General Duties

  • Research, document and evaluate existing systems and capabilities, and compare to current and future business needs to establish target architecture and roadmap.
  • Develops overall solutions architecture, technical standards and best practices. Provides technical design and direction on complex systems and integration designing for interoperability and availability of these systems.
  • Determines, in coordination with management, the overall architecture of the solution. Leads the evaluation, implementation, customization, testing, and integration of highly complex technology solutions.
  • Works closely with product owners, business analysts and stakeholders to evaluate business requirements and determine technical requirements and solution options. Identifies performance and quality criteria, assesses the risks associated with the data from a security and control standpoint, and identifies appropriate counter measures.
  • Develops complete solutions autonomously and provides leadership and technical direction to a project team (in coordination with department management) to plan, organize, develop, and implement a solution from the ground up with minimal supervision. Works with the architecture team to ensure solutions are in line with the technology vision, standards and best practices.
  • Functions as an expert consultant to management and project teams during all phases of solution delivery by providing technical expertise, guidance, work direction, and hands-on project support, as directed by project team managers. Determines the best analysis approaches to be used for the particular situation.
  • Identifies, analyzes, and defines communications solutions for the inter-connectivity of business functions in a multitude of specialized technical environments. Identifies existing environments and determines optimum configurations, and integration requirements to allow communications between local, national, or other wide area network environments. Solid understanding of networks and the interoperability between solutions through networks
  • Confers with user representatives and business stakeholders to gain and understand necessary changes to systems and platforms.

Requirements, Competencies & Certifications

  • Expert in solutions architecture, technical design, module development and documentation
  • Solid experience in structured methodologies, fact finding and technical writing
  • Excellent written and oral communication skills
  • Experience in Content Engineering and platforms (Nuxeo), data transformation (ETL), Enterprise Service Bus, and geographic information systems a plus
  • Experience in cloud platforms (AWS, Azure, GCP) a plus

Acts as top-level technical lead on large-scale technology projects. Provides technical consulting and guidance on complex projects, and acts as an expert in a business or functional area. Formulates and defines system scope and objectives. Determines, in coordination with management, the overall architecture of the system. Based on Business needs and requirements, determines the optimal technology solution to meet the objective considering availability, capacity, cost maintenance and other concerns. Prepares technical specifications and reviews the technical specifications created by solutions delivery teams. Responsible for overall system architecture, system design, technical standards, testing, debugging and documentation. Instructs, mentors, leads and checks the work of other technical specialists. Ensures that quality, standards and best practices are maintained.
