About the Opportunity 
  • Provide primary financial support for the preparation of the Development Charges Background Study; leading the compilation of required data inworking with multi-disciplined professionals and cross-functional staff; calculation of development charges under Development Charges Act; and provision of related analyses.
  • Provide financial support in the creation of development-related long-range financial plans, including detailed cash flow projections, payback periods, cost-benefit analyses, and scenario-based what-if analyses using advanced financial modeling techniques.
  • Prepare the development-related capital component of a ten-year capital budget, in accordance with a development financing plan framework, and liaises with various departments to successfully prepare /implement the annual capital budget.
  • Provide expertise and guidance to Finance leadership on applicable policies and considerations that need to be addressed ensuring compliance and strategic alignment.
  • Prepare, consolidate and summarize financial reporting packages, comparing results to prior year, budget, forecast or trend analysis. Analyze variance reports utilizing appropriate forecasting techniques, interpret financial data, and comment on historical and future expenditure and revenue patterns
  • Provide financial research, analysis, presentation, or modeling as required. Resolve problems of diverse scope utilizing detailed analysis of data and problem-solving skills. Embrace unique or controversial problems or questions. Present insightful and actionable commentary to leadership team, provide recommendations to improve processes, and resolve complex issues and competing interests
  • Prepare written analysis and recommendations on financial matters including reports to Department Management, Executive Management, Committees, Council and the public.
  • Participate on project teams as a financial resource in either a leadership, advisory or membership capacity
About You 
  • 4 year University degree in Business Administration or related discipline
  • Chartered Professional Accountant (CPA) designation is required
  • 5 years’ experience preferably experience in Development Charges

Salary Range 
$105,000 - $116,000/year
