Job Summary

This role is responsible for overseeing payroll operations, labor distribution, and cost accounting activities, with a strong focus on government contracts. The position works cross-functionally with finance, HR, sales, and program leadership to ensure accurate labor allocation, contract budgeting, regulatory compliance, and audit readiness.


Key Responsibilities

Labor Distribution & Cost Accounting

  • Lead payroll-related labor distribution activities, including execution of the monthly labor distribution process using a timekeeping system
  • Ensure accurate allocation of employee hours to cost centers, including direct government contracts and indirect cost pools

Government Contract Budgeting & Monitoring

  • Collaborate with government sales leadership to develop labor budgets and cost structures for new contract opportunities
  • Track contract financial performance in coordination with sales or program management
  • Support the Controller with invoicing for government contracts, including time-and-materials and milestone-based billing structures (e.g., CEC, DoD, DOE)
  • Assist with the preparation of fringe benefit and overhead rate calculations
  • Maintain standard labor rate tables to support future contract proposals in the sales pipeline

Compliance & Audit Support

  • Support compliance with government accounting regulations and cost principles
  • Proactively identify risks or gaps and recommend solutions to ensure ongoing regulatory alignment
  • Assist with audit preparation and responses related to government contracting activities

Payroll & Benefits Administration

  • Manage and process full-cycle payroll through a Professional Employer Organization (PEO)
  • Review, audit, and maintain PTO and sick leave accruals, collaborating with the PEO to ensure compliance with California labor regulations
  • Partner with HR leadership to support employee onboarding and offboarding, ensuring payroll-related requirements are completed accurately and timely

Qualifications 

  • Prior experience within the government contracting industry
  • Hands-on experience with payroll processing, timekeeping systems, and labor compliance
  • 5–10 years of relevant professional experience in accounting, payroll, or government contract finance
