General General Summary:
The Development Manager serves as a key partner to the Director of Application Services, assisting in the execution of departmental strategy, oversight of development initiatives, and management of the software development lifecycle. This role bridges business needs and technical execution, providing leadership to the development team while supporting the Director in planning, resourcing, governance, and delivery of business-critical applications. The manager will ensure code quality, project alignment, and team performance in support of organizational goals.

Essential Duties & Responsibilities:
  • Support the Director of Application Services in planning and executing the application development roadmap.
  • Assist in managing the day-to-day operations of the development team, including task assignment, capacity planning, and performance tracking.
  • Participate in architectural discussions, code reviews, and solution design to ensure scalability, security, and maintainability.
  • Collaborate with business stakeholders to gather and refine requirements and translate them into actionable development tasks.
  • Monitor project timelines, budgets, and deliverables, escalating risks and barriers to the Director as needed.
  • Help enforce development standards, version control practices, and secure coding techniques.
  • Coordinate with QA, DevOps, and infrastructure teams to ensure successful deployment and support of business applications.
  • Contribute to onboarding and mentoring of development staff.
  • Drive adoption of Agile/Scrum methodologies, participating in sprint planning, daily stand-ups, and retrospectives.
Education & Experience:
Required
  • Bachelor’s degree in Computer Science, Information Systems, or related field.
  • 7 years of experience in software development, with at least 2 years in a leadership or coordination role.
  • Strong knowledge of application design, system integration, and modern development frameworks.
  • Experience supporting senior IT leadership in executing technical strategies.
  • Familiarity with SDLC methodologies (Agile, Scrum, or hybrid).
  • Excellent organizational and communication skills.

Preferred
  • Hands-on experience with platforms such as .NET, Angular, or other modern web technologies.
  • Familiarity with cloud platforms (Azure, AWS), CI/CD pipelines, and DevOps practices.
  • Experience working with enterprise systems such as ERP, CRM, or logistics platforms.
  • Prior exposure to regulated environments (e.g., FMCSA, DoD) is a plus.
