Position Summary
The Senior Payroll Manager will lead the payroll operations for a high-volume real estate organization, overseeing payroll for approximately 4,000 employees across 310 managed properties. This role ensures payroll is processed accurately, timely, and in full compliance with applicable labor laws and union agreements. The ideal candidate brings hands-on experience with ADP Workforce Now (WFN) and Workforce Management (WFM), as well as deep knowledge of union payroll, particularly with 32BJ.
Key Responsibilities
Leadership & Supervision

Manage and develop a team of four payroll professionals.

Oversee the end-to-end payroll processing cycle.

Conduct performance evaluations and provide mentorship to direct reports.

Lead hiring, onboarding, and training for payroll team members.
Payroll Processing & Compliance

Supervise bi-weekly payroll for a large-scale, unionized workforce.

Maintain and update ADP WFN/WFM for payroll transactions including new hires, terminations, pay adjustments, and PTO accruals.

Ensure full compliance with federal, state, and local wage and hour laws, including the Fair Labor Standards Act (FLSA).

Handle complex payroll matters such as prevailing wages and garnishments.

Manage union payroll processing, with a strong focus on Local 32BJ and other NYC-based unions.

Maintain accurate records and support external audits as needed.
Systems & Process Improvement

Lead or support the implementation and optimization of ADP systems.

Evaluate current payroll processes and recommend technological improvements to increase efficiency and accuracy.

Maintain salary and bonus databases.

Stay up to date on industry trends and regulatory changes that may affect payroll operations.
Required Qualifications

Education: Bachelor's degree in Accounting, Business Administration, Human Resources, or related field.

Experience: 3–5 years of progressive payroll management experience in a high-volume, unionized environment

Advanced proficiency with ADP Workforce Now (WFN) and Workforce Management (WFM)

Strong Microsoft Excel and Office Suite skill

Deep understanding of union payroll practices, especially with 32BJ

Familiarity with prevailing wage requirements

Strong working knowledge of FLSA and other wage & hour laws
-
Experience with non-union HR/payroll standards in NYC
