Financial Analyst, Financial Planning & Decision Support POST NUMBER: 472581
Reporting to the Director Finance, the Analyst plays a pivotal role in understanding the business/reporting needs of the organization, identifying, tracking, analyzing and making recommendations for corrective action to financial/statistical utilization issues; and ensuring the organization is meeting Ontario Health (OH), Ministry of Health (MOH), and other external regulatory/stakeholder reporting requirements. Develops and coordinates the preparation of the annual corporate operating and capital budget. Complete a variety of time specific Ministry/OH required submissions throughout the fiscal year. Create numerous financial based spreadsheets & reconciliations as support for management decision making.
About the Opportunity
- Provide sound and timely financial and business information to the Senior Leadership team and Clinical Programs.
- Prepare annual budget in collaboration with internal stakeholders from assigned portfolio
- Regular monthly analysis of budget and utilization variances (e.g. financial results to Board of Directors)
- Apply Generally Accepted Accounting Principles (GAAP)/Public Sector Accounting Standards (PSAS) and Management of Information Systems (MIS) standards to recommend appropriate accounting entries for the accurate recording of monthly financial results
- Review monthly actual vs. budget results; follow up on significant variances, and determine appropriate action; refer highly complex issues to Director for resolution
- Evaluate the reasonableness of financial and statistical data; provide recommendations for changes to processes and procedures to enhance financial/statistical reporting, utilization and/or efficiency
- Provide managers with a single source for interpretation of financial and statistical information
- Develop and analyze statistical reports of key information (i.e. statistical, financial, payroll, etc.) that improve data flow and support data driven decision regarding government funding regulations and legislation
- Develop, maintain and distribute custom financial/statistical reports, review current report designs and update as required to ensure compliance with current reporting requirements
- Disseminate, interpret, and develop utilization data and financial information to program and service areas and external reports (e.g. MOH); prepare financial reports to meet regulatory or funding agencies requests
- Develop and analyze annual planning submissions (e.g. mental health Community Annual Planning Submission (CAPS), Hospital Accountability Planning Submission (HAPS)) for Board of Directors approval
- Report on compliance with departmental strategic plan; monitor achievement of quality performance goals and objectives aligned with organizational priorities
- Maintain Finance, business intelligence, and other analytics and business insight tools and systems to deliver required information (e.g. assumptions, proposals) and measure and evaluate progress
- Keep informed about current and emerging healthcare statistical and financial standards, issues and trends, including technological changes
- Share knowledge and expertise in performance reporting and monitoring
- Drive initiatives to improve our financial and analytics and business insight processes and procedures, improving our data quality and reporting compliance.
- Other duties as assigned including participating on special committees, assisting with onboarding and training of other departmental staff and leaders to meet financial/statistical reporting and documentation support requirements.
About You
- CPA designation or MBA
- Must have a minimum of 3 years of recent, related accounting experience, preferably in a hospital environment
- Sound working knowledge of effective budget processes
- Demonstrated ability to deal effectively and cooperatively with all levels of staff, patients, and the public
- Demonstrated communication, organizational, and time management skills
- Proficiency in MS Office applications, particularly Excel and Word/advanced skills using computerized spreadsheets and macros
- Experience in Sequel, SPSS or equivalent analytical and reporting tools
- Working knowledge of Canadian information management standards such as the MIS Reporting Standards, workload measurement systems and methodologies, patient-specific case costing methodologies (Ontario Case Costing Initiative) and health information databases such as Med2020 and CIHI required
- Sound knowledge of internal control measures and their use to safeguard against misappropriation of hospital assets
- Strong aptitude for analysis, interpretation, and presentation of financial and statistical data
- Must have the ability to take initiative
- Excellent organizational and time management skills with proven abilities to prioritize and meet deadlines
