

Payroll Supervisor POST NUMBER: 441792
- Supervise and oversee the delivery of payroll processes for the Service, in cooperation with the Regional of Finance Department
- Ensure compliance with 3 collective agreements, command employment agreements, and other employment-related agreements
- Ensures that payroll policies are designed to comply with relevant legislation, such as Employment Standard Laws, Income Tax Act (withholdings), Canada Pension Plan, Employment Insurance Act, Privacy Legislation (PIPEDA), Workplace Safety and Insurance Board (WSIB), and Canada Revenue Agency requirements
- Ensure that all special payments required by employment agreements are accurately assigned in accordance with those agreements, such as taxable benefits for personally assigned vehicles
- Supervise the payroll team in the day-to-day activities, as well as providing guidance and direction for escalated or challenging issues. Provide coaching and mentoring to the payroll team to develop and enhance skills, knowledge and abilities
- Assist the Manager, Finance with the development of payroll budgets and financial forecasts.
- Review and approve all complex payroll payments, such as, but not limited to: Employment separation final payments, employee payment issues (over/under payments), severance and salary continuance payments
- Develop and support effective and efficient payroll business practices and ensure that user guides and training documentation are available, as required
- Serve as the functional/subject matter expert for payroll systems and concepts (systems: PeopleSoft HCM module, Time & Labour systems); Supervisor - Payroll Services Posting:
- Provide expert advice, direction or recommendations that will assist in the maintenance, development and improvement of the modules
- Manage the approval of user security for all payroll related systems.
- Develop and deliver training programs related to the use of payroll systems and concepts (formal quarterly training for new hires & newly promoted members; regular training for payroll staff, ad-hoc for senior leadership)
- Development of virtual, on-line (self-service) training options for payroll systems and concepts
- Serve as the OMERS administrator for the Service, ensuring that internal policies and business practices are in compliance with OMERS requirements and other related pension legislation
- Payroll related reporting, for example: completion of annual Statistics Canada survey, Municipal Benchmarking Network (MBN Canada) submission review and analysis and other ad-hoc reporting required for Senior Leadership or the Police Services Board
- Payroll audits: standard periodic system audits, on-demand audits (i.e. time & labor) for Command to ensure compliance with collective bargaining agreements, periodic for Legal Services to provide relevant data to support collective bargaining negotiations
- Lead Ad-hoc payroll related projects, for example: continuous process improvement, system upgrade/implementation, payroll related audits etc.

About You
- University degree in a business or related discipline
- Certified Payroll Manager Designation (Canadian Payroll Association)
- Minimum 4 years of related experience that includes the following:
- Formal supervisory experience, including performance review & performance development;
- Experience interpreting and administering collective agreements;
- Experience interpreting related legislation, including assessing the impact of new/updated legislation
- Experience in the development of business practices and training documentation
- Experience identifying, recommending and implementing payroll solutions to increase efficiency, increase effectiveness or to reduce risk
- Participation in a system upgrade, preferably payroll or finance related
- Experience supporting the development of budgets, preferably payroll related
- Working knowledge of PeopleSoft Human Capital Management (HCM) module
- Intermediate to Advanced experience using Microsoft Excel to automate payroll related work (i.e. payroll reporting, payroll calculations, budget development, creation of employee tools etc.)
- Demonstrated advanced level experience with large ERP systems and Microsoft applications (Excel, Visio, Access and PowerPoint)
- Experience developing and delivering effective presentations utilizing technology such as PowerPoint
- Demonstrated ability to deliver continuous process improvement through the identification, recommendation and implementation of solutions to business problems, with the goals of improving operational efficiency, effectiveness and accuracy
- Demonstrated ability to analyze, interpret, reconcile and audit financial data
- Demonstrated ability to relay complex financial concepts in understandable formats for users of all levels
- Ability to negotiate and persuade others with competing interests to result in a consensus and/or direction
- Ability to maintain and have discretion regarding confidential information
- Interpersonal and effective communication skills with multiple levels and sources for listening and comprehension
- Well-developed time management, prioritization, multi-tasking and organizational skills
- Proven ability to interact diplomatically, tactfully and confidentially with all levels of the service and the public
Salary Range
$113,707 /year
