Please note: Candidates MUST have prior experience building or managing enterprise control frameworks, governance structures, or transformation programs within a financial services environment focused on fraud, risk, or compliance.
Position Summary:
We are seeking a seasoned Program Lead to design, drive, and deliver the Control Center of Excellence (CoE) within a financial services organization, with a specific focus on fraud and claims operations. This is a strategic, high-visibility role requiring hands-on leadership in building scalable operational frameworks, defining governance, and enabling effective control execution across the enterprise.
Strong documentation skills are essential, the true emphasis is on framework ownership, cross-functional leadership, and program delivery. You will be expected to identify operational gaps, build out role clarity using tools such as RACI/RACE matrices, and lead control rationalization efforts in a rapidly evolving regulatory landscape.
Ideal candidates have prior experience standing up a Control Center of Excellence, preferably in a financial crimes or fraud domain within banking and bring a strong program management background. Experience engaging with regulators is a plus. The focus is on execution, structure, and clarity—not on theory.
Key Responsibilities:
Program Design & Implementation

Lead the architecture and implementation of the Control Center of Excellence, including vision, framework, governance, and operational model.

Establish sustainable processes, operating models, and performance metrics aligned to enterprise risk goals.
Process Standardization & Documentation

Define and document end-to-end processes, standard operating procedures, and internal controls across business units.

Develop RACI/RACE matrices, process maps, and centralized playbooks to ensure clarity and accountability.

Maintain consistent, audit-ready documentation aligned with internal and industry standards.
Training & Change Enablement

Build onboarding materials, job aids, and procedural documentation to support scaling and sustainability.

Facilitate change enablement to ensure effective adoption of CoE practices across stakeholder groups.
Collaboration & Stakeholder Engagement

Engage closely with fraud, claims, and financial crimes teams, as well as risk, compliance, operations, and IT.

Align CoE efforts with organizational strategy, capturing requirements and feedback from cross-functional partners.
Continuous Improvement & Control Rationalization

Use Lean, Six Sigma, or similar methodologies to identify inefficiencies, redundancies, or overbuilt controls.

Lead control rationalization initiatives to streamline efforts while maintaining regulatory rigor and operational integrity.
Preferred Experience & Qualifications:

5 years of experience in program management, control design, or risk operations within a banking or financial services environment.

Demonstrated experience building or leading a Control Center of Excellence.

Deep understanding of control frameworks, risk and compliance operations, and control rationalization.

Familiarity with financial crimes, fraud, and claims environments; AML knowledge a bonus but not required.

Strong communication, stakeholder management, and leadership skills.

Proficiency in process mapping, governance tools, and frameworks such as RACI/RACE.

Background in IT project management or regulatory transformation is a plus.
